Since 2010, OGBL members working in the higher education and research sector are united in the Department of Higher Education and Research (Département Enseignement Supérieur et Recherche – DESR), which is one of the four departments of the OGBL Education and Science Union (Syndikat Erzéiung a Wëssenschaft – SEW/OGBL).

The DESR of the SEW/OGBL is open to all categories of personnel in the sector, whether academic, scientific, administrative, technical or financial.

The OGBL is the only trade union represented in the whole of higher education and public research in Luxembourg and is by far the majority trade union in this sector. Since the social elections of 2019, the OGBL is the only trade union present in the staff delegations of the University of Luxembourg and the 3 public research centers LIH, LISER and LIST. There are also OGBL staff delegates at the Max Planck Institute (MPI) and at the LUNEX University.

What are the priorities of the OGBL in higher education and research?

  • Strengthening internal co-management and democracy

The OGBL has contributed to the development of democratic structures in the different institutions. This commitment has led to tangible results: the establishment of consultative councils and the participation of the presidents of the staff delegations in the meetings of the boards of directors (CRP law 2014) and, more recently, the presence of staff representatives with voting rights on the university’s Board of Governors and the strengthening of the University Council (new University law 2018).

  • Negotiation of collective bargaining agreements

Whereas until recently, working conditions and remuneration were unilaterally regulated by employers, the OGBL obtained in 2016 the implementation of a framework agreement for the 3 public research centers and then, in 2018, the signature of the first collective bargaining agreement for the staff of the University of Luxembourg. The OGBL also negotiates collective labor agreements (subordinate agreements of the framework agreement) for the LIH, the LISER and the LIST.

These agreements aim to create transparent remuneration systems that secure and continuously develop guaranteed wage progression and other extra-legal rights (e.g. leave, bonuses, rewards, etc.), with the aim of harmonizing upward working conditions in the sector.

  • Policy interventions for the development of the sector

The OGBL regularly intervenes with political decision-makers on various issues such as investments in public research, the situation of researchers on fixed-term contracts or the mobility situation on the Belval site.

  • Individual support for employees

The OGBL delegates, with the support of the central secretaries in charge of the department, are at the daily disposal of the employees of the sector for any question relating to employment or working and remuneration conditions, and are committed to defending their individual and collective rights.

International cooperation

Given the growing influence of European and international developments on national decision-making, trade union collaboration between countries is becoming increasingly necessary. The SEW/OGBL is therefore a member of the European Trade Union Committee for Education – ETUCE, the Trade Union Advisory Committee – TUAC to the OECD and Education International – EI.
